Using the Skylar template, I've published multiple menu's assigned to the hornav position. These are visualized in the order that they are put in the module manager. However, when I view the site on a mobile device, the hamburger menu only shows the last menu.
So in a desktop browser the following menu displays: find talent v work for us v about us v (where v is the symbol showing the menu can be expanded). This menu consists of 3 separate menus, each with a separate module.
When forcing the view to be responsive to show the hamburger menu, only the last menu is shown: about us > (with > showing the menu can be expanded). The responsive menu works for the one menu shown, but I need the other menus to be shown as well. Help would be appreciated!

Is there a particular reason for creating a menu for each menu item? The mobile menu expects just a single menu for all.

Yes, as I want to have a dynamic menu that shows some of the menu items based on your focus (e.g. employer or employee). And with tags we can even give focus towards a sector and only show menu items relevant for your sector. This works very well in the main hornav menu but not on the burger menu. Shame as the site should be ‘mobile first’...

Presuming I understand you correctly, I can think of no reason that the same can not be achieved with a single menu. May I suggest sending temporary administration access to your Joomla installation to info@joomla51.com and we will examine this issue further.
