A possible solution is to place your image in to a 'Custom HTML' module (Extensions -> Module Manager -> New -> Custom HTML), you can then use the modules article editor to add a link to the image. To obtain a link for your article you will need to create a 'Menu Item' via your Menu Manager, your best option would be to add your menu item to a separate menu specific for the purpose.
