Menus have a drop down for access levels, which allows the choice of only one access level. Is there a plugin or some other method to choose multiple access levels?

Hello

Presuming I understand you correctly, you wish to add more options when creating/editing an access level? The list given in this area is from the Users -> Groups list. An option is available from there to create new groups.
