Magnolia template - Menu in mobile version

In the mobile version of Magnolia template, the Menu (with three lines) in the upper right is not always visible; when I browse in the page, the menu disappears!
Is there a mode to have ALWAYS the menu in upper right in the mobile version?

So you would like the menu to be fixed to the top of the screen at all times.

The problem with fixing the menu to the top is that you can no longer scroll the menu. This means that if you have a lot of menu items and you view on a small screen device, a number of the items will be inaccessible because they overflow the screen. Does this make sense?
