I cannot get my site to go offline. Have been trying for some time now. even checked the configuration.php and it is set to '1'. Any ideas?

That is strange. Nothing appears to be amiss with any of your user groups that would allow access to guests. The issue doesn't appear to be template related as it is present regardless of what template is used. A possible temporary solution would be to simply create an index.htm in the root of your Joomla installation which will load instead of Joomlas index.php

Oddly enough I tried many things like error reporting and changing the .htaccess file and stuff. So i tried one last thing...unzipped the same version of Joomla core and ftp'd it up to the server and wow! it worked. Got me..
