Have an issue with Serenity template.

What is the bar at the top of the Serenity template should be doing? It shows up when I scroll the page, but nothing is in it...
Also, I have a trouble with the Flyout menu showing up at the bottom when the page is at full size. If I disable the Flyout, than there is a white space at the bottom of the page. Could you please help?
