IS there a template where the banner can be clickable and/or play a video?

Hello

The latest version of our LayerSlideshow module includes the option to link each slide. This module is included in the majority of our templates (check template details to confirm).

For video we suggest that you use a 3rd party module extension of which there is many (https://extensions.joomla.org/tags/video-players-gallery/).
