I am not seeing .j51-quote-icon when the module is rendered on the webpage. Thoughts?

To amend try adding the following to the Custom CSS field of your templates parameters (Extensions -> Templates -> [YourTemplateStyle] -> Custom CSS)....

.j51-testimonials .item .j51-quote-icon {
fill: #bbb;
position: static;
opacity: 1;
}
