How can I move the J51_ImageLinkHover buttons above the image rather than below the text where it currently is?

Try adding the following to the Custom CSS field of your templates parameters (edit to taste)..

display: flex;
flex-direction: column;
}

.j51imagelinkhover .j51button {
margin-bottom: 20px !important;
order: 1;
padding: 0 !important;
}
.j51imagelinkhover div {
order: 2;
}
.j51imagelinkhover > p, .j51imagelinkhover > ul {
order: 3;
}
