administration access ist not necessary since I'm now aware of the source of this problem. And it's nothing that can be solved in the joomla backend. But thanks for the offer.
The actual problem is, that this template uses cufon fonts. I found 2 .js files in the template:
cufon-yui.js
cufon.font.js
Unfortunately the German mutations that I need are not included. Obviously the templatet uses Basic Latin 0020-007F instead of Latin-1 Supplement 00A0-00FF.
I had a look into the cufon.font.js file.
There I can see that the file actually uses U+0020-U+007E, which resembles the mentioned "Basic Latin":

The lines following the "glyphs" are the definitions for the letters. Here are my mutations missing.
The attached image shows a word bottom left "Schängelmarkt". This is plain text (you can select the text witch mouse or keyboard). Top right you find the same test, but this is cufon. The ä is missing...
Now the solution: I had to find the ttf file for the "Delicious"-font (actually an otf file) and upload it in the cufon generator I found here:
http://cufon.shoqolate.com/generate/
I had to select both Basic Latin and Latin-1 supplement (because only the second one selected showed only the mutations and no standart letters).
I renamed the generated file and uploaded it to the templates/j51_arabica/js directory.
Works perfect
